About Government Cost Estimation Standards
Background
Cost estimates must be prepared with the same diligence and accuracy as those of a well-equipped and experienced contractor. The total construction costs should reflect the actual expenses a knowledgeable contractor would expect to incur. This principle applies across the entire project lifecycle, from initial planning through project completion, ensuring transparency and precision in financial planning.
Purpose & Scope
This document establishes standardized guidelines for preparing cost estimates and conducting price/cost analyses. It provides uniform methods, procedures, and formats to ensure consistency and accuracy in cost estimation. While these guidelines apply broadly to projects with common requirements, variations should follow the policies and procedures of the responsible design agency. The document outlines cost estimation phases, including initial design, project modifications, and final construction assessments. It also references UFC 3-730-01 – Programming Cost Estimates for Military Construction, which provides specific guidance on cost estimation during early planning, programming, and budget review phases. Additionally, the term “construction” includes environmental remediation, dredging, and other service contract-based construction activities. The role of the cost engineer, whether employed by the Government or contracted, is essential in maintaining accuracy and adherence to these guidelines.
Applicability
This document applies to Military Construction (MILCON) and Military Operations and Maintenance (O&M) projects. “Construction” encompasses building, altering, or repairing structures, including specialized work such as dredging, excavating, and painting.
